Project Spotlight: Custom Anti-Bird Enclosure

Just blocks away from the Liberty Bell and City Hall, a parking garage in Center City Philadelphia had a unique problem. And in the summer of 2024, they approached Integrous Fences and Decks hoping we could provide a unique solution.

The Problem

Birds were unknowingly flying through open sections of the Jefferson Garage’s otherwise enclosed floors, and then not being able to navigate back outside. Specifically, these wayward birds would get trapped in the stairwell, causing problems for both patrons and the parking garage management company, SP+ Parking.

SP+ Parking had trusted Integrous with various projects in the past–including fence installation and gate repair–but never something quite like this. Gerald Zimmerman, a long-time member of our commercial division, met with the garage’s management team and carefully toured the Philadelphia garage to learn all he could about the unique issue and to brainstorm a fitting solution.

“I went back twice to measure because I was a little nervous about making it fit,” said Zimmerman, who had previously led a parking garage enclosure project but without the added element of needing such a tight seal. “But I was confident because I know we had good companies to work with that would make the enclosure work.”

The Design

With nearly two decades of experience in the fencing solutions business, Integrous’s strong partnerships with local manufacturers played a key role in this project. Just 5 miles south of our office in Gap, Pennsylvania, Spark Fabricators helped us with a custom design incorporating wire panels, aluminum posts, and pedestrian gates to serve as a bird deterrent around the stairwells. These anti-bird enclosures were needed on two separate floors of the garage, P5 and P6, which had slightly different measurements and thus required even more specialization.

The Installation

Custom projects like these require clear communication not only with external manufacturers, but also with Integrous’s experienced crew. When it came time to install the stair enclosures in March 2025, Zimmerman worked closely with Commercial Project Manager Gabe Martin to discuss the intricacies and ensure SP+ Parking’s goals were achieved.

With careful craftsmanship, the enclosure came together just as planned. The crew finished the project under the estimated hours, the materials fit the space, and no bird-sized openings remain on floors P5 and P6 of the Jefferson Garage stairwell.
